As for the time, keep in mind it's called "military time" for a reason.
1) Soldiers are superior to common folk and so need a higher/complex language known as "military speak".
2) It IS purposefully confusing just like everything else they do, because codes and secrecy and stuff.

I chat with anyone who wishes to chat with me. And he's not an Anon I was just protecting his privacy bc I didn't ask before posting this highly confidential and private conversation for the world to see.
