As minimalist has said, quite a lot of the spending difference is pork barrel and corporate welfare, another huge chunk goes into the category of "we haven't afucking clue" (which likely means bribery and other corrupt payments). I think ye're overestimating theUS's position quite a bit here.
Your insistence on thinking that it would be a land battle is unjustified. That is the only area where China currently has superiority -- manpower. They have small numbers of modern fighters and fighter-bombers, but no equivalents for systems like carrier battle groups, Los Angeles-class attack submarines, or our C³I. This is a nation that is still fielding over 700 MiG-21 copies. They have a grand total of 24 J-16s (roughly the equivalent of our F-15E Strike Eagle, of which we field over 200), about 380 Su-27/J-11 variants (compared to about 2,260 4th/5th generation fighters in Air Force inventory).
I'd suggest you read up on some of this stuff before defending such an uninformed statement. You're not doing yourself any favors.
