Should poor people have kids?

 For the fortunate to consider regulating to less fortunate then they disassociate from society and are much more costly to deal with as a criminal underclass.

The fortunate have always regulated to the less fortunate - that's how these things work.  For instance, strong-arm robbery is almost exclusively the province of poor people (rich people steal as well, they just have less direct ways of doing it), yet we make no fuss about declaring strong-arm robbery to be a bad thing.
