I would answer yes to both questions. I've heard of this bloke before but I don't remember seeing his stuff, however it's listed under comedy so it's probably parody. It can be very hard to tell sometimes.

At the age of five, Skagra decided emphatically that God did not exist. This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair. Only Skagra responded to it by thinking, 'Wait a second. That means there's a situation vacant.'

Bit of Theology Trivia
Lightning is definitely Zeus' schtick.
At no point in the entire Bible did Yahweh even once smite a sinner with a bolt of lightning. Not once.
Yahweh did use other means, including plagues, columns of fire and the earth opening up and swallowing the target. He also used indirect means, like invading enemies to do his dirty work for him. However, not one single bolt of lightning.
Our modern ideas of the Christian god are rooted as much in Zeus as in Yahweh. Just like how Satan is a blend of Pan (goat legged, horned god of passion) and Hades (god of the underworld).
