This is obviously some strange usage of the word 'Adult' that I've previously been unaware of
Islamically you become an Adult when you hit puberty and are mentally old enough.
Aisha(RA) had her own house at the age of 9 so she was mentally old enough.
And she had undergone puberty.
A person in the 7th century being classified as an adult is a different age than being classified by most 21st century governments where it ranges from 16-18

So in Islam, if a man wanted to have his way with a 9 year old child, all he would have to do is make sure that she has started puberty and buy her a house of some sort and there you go, she's suddenly an adult?

For a man to marry anyone:
She must have undergone puberty.
Must be mentally mature.
She must be consenting.
The pillars of marriage are three:
1. The couple must be free from any legal prevention to their being able to marry one another, like a close relationship or fosterage.
2. The woman must have the approval of her guardian.
3. There must be an offer and acceptance.
The conditions of marriage are four:
1. The presence of the couple
2. Their approval
3. The presence of the woman’s guardian
4. Two male, Muslim witnesses
And other rules such as Mahr (bridal gift)

The role of the gaurdian is to protect the Women. In pre-islamic times men just married women against there will. Men could inherit there brother wives etc. Islam came to stop this. And introduced the system of the Gaurdian. The Gaurdian has to have the best interests of the girl at heart and is there to protect her from anything that could harm her. If he objects to the marriage and provides no reason for it then she can still get married. The gaurdian isn't there to hamper the women but to protect her.
