Really? That's not what the media are saying over in the UK. The labs doing the tests were saying how it's an odd thing to find replacing beef, because generally speaking horse-meat is more expensive than beef. Their conclusions were that it was particularly poor quality horse meat, coupled with organized crime, which had it selling for low prices and being contaminated in beef products.
