Some people just do not understand. Your roommate is one of them. He doesn't understand his obligations, you can't make him understand clearly, and so I agree with the others here that your best option is to move out.

Yeah, I've determined a way out if I need to employ it. It'd mean moving to South Carolina, but...eh, that's not so bad, I guess.
