Population control should include mandatory abortion if you don't have the money to raise it. How many kids someone is allowed to have should be based on income level. I don't care how evil it is. If you can't feed them don't breed them. I don't feel sorry for poverty stricken people who have kids anyway. If anyone loved their children they wouldn't subject them to poverty. If I lived in poverty I'd not have had my child.

Libertarianism ftw! Keep the government out of our personal lives! We should decide what we do with our bodies and how we live our lives and spend our money! Unless we're too poor. When we're in poverty, the government can creep back into our lives and tell us that we aren't qualified to have a child...  Ignoring what I just said, would you deal with these abortions on a case-by-case basis or just say that anybody under an income of xx,xxx dollars is unfit to breed?
Never mandatory... highly recommended allows the person their choice (however wise)... and that should be handled case by case (as all cases should be handled).
The government should be a fair governing force... much like a good friend... that will analyze every case you present, and recommend the wisest decisions. How many children one is recommended (as a maximum) should be based upon income, and a few other things of course. Population control, DLF, should include recommendation and nothing more. People should choose the wisest option... but they should be allowed to choose wrongly when it is their right. Life is just choice... if we can choose only the wisest option: we become but computers
