By graduated I meant "jobs you are willing to do." Cleaning up graffiti isn't dangerous but it benefits society. I think there should also be a lottery for those jobs.
And no, I don't have every detail worked out.

Luc Besson does that. Gorgeous movies that end up as cult classics, but have a 50/50 shot at commercial or critical success.

'Driver', with Ryan Gosling. Weirdly compelling film. Gosling plays a movie stunt driver who moonlights as a getaway driver for criminals. Eerie tone throughout, with pretty minimal dialogue.
7/10. Would have been higher, but I just don't buy Albert Brooks as a razor-wielding organized crime guy.
