Amazing, I lived in Lakeland for just short of a year and now I live in Saint Petersburg, FL (about 40 miles from there). The people in Lakeland are HARDCORE redneck. I've heard several people refer to Lakeland as the "Meth Capital".

Nope. When you put someone, most anyone, in a position of extreme authority over other people, human nature will make you start to turn sadistic.

The problem is that cops know that they have to stand up for their fellow cops. There was clearly a second cop in that video and he said NOTHING to his partner. So now we go from one bad apple to two? And seeing as how the guy was not fired I can only assume that the whole department is rotten to the core.

The catholic church has the same problem. Did every priest fuck altar boys? I doubt it. But there is no way in hell that they did not know what was going on and they remained silent.

The principle ( or lack thereof ) is the same.

A lawsuit claims an New Mexico state police officer stunned a 10-year-old boy with a Taser after he refused to wash the officer's car.

Officer Christopher Webb was visiting the boy's elementary school for a career day on May 4 when the incident occurred, according to Courthouse News.

During the presentation, Webb apparently asked a group of students if they wanted to wash his patrol car, the lawsuit states. When the boy, identified as R.D. jokingly refused, Webb pointed the stun gun at him and said, "Let me show you what happens to people who do not listen to the police."

Then R.D., who weighs about 100 pounds, was hit in the chest with two barbs and 50,000 volts of electricity, according to Courthouse News Service.
