If either do not want one, then there should be either an abortion before it becomes viable or a financial arrangement setup for the parent who has forced the issue.

Why is this such an issue?

No, seriously. "It's just a fetus" comes a lot from "pro-choice" side so it would help to understand that position more if it was explained when a fetus becomes a baby.
