Snow is wet, but it's not like a soaking wet unless you really sit in it or have it dropped on you.
In the UK we have just one week every year (typically in February) where we get snow. We only ever get like a few centimetres maximum and the entire country grinds to a halt over it. It's so pathetic.

Depends on how cold it is. If it's been well below freezing for awhile, snow isn't very wet. But once it starts getting above freezing... it gets nasty fast.
What Esquilax says is correct, but you have to remember, where he is at is a freakin' frozen wasteland in the winter. 
Yep, our average January daytime temperature of 50 degrees is soooooo much colder than Portland's 52.
With our dry climate, it actually
feels warmer.
