If you're making it out of individual frames you have on separate files, you can use GIMP - the GNU Image Manipulation Program.
If you're converting a small video to GIF... meh... try another website. google it... there's tons of them.
My problem is I want to crop a long youtube video to make it easier to get exactly the right frames in the gif, it's actually the website I normally use to do that which is currently down.

I actually had a go at splitting a gif I made from the original video, and it worked... for about 5 minutes until the link disappeared and the gif didn't show up anymore. Ugh.
