Whatever they believed in or followed to it wasn't God they just had their own agenda. If you look through history evil doesn't tend to flourish, at least not in the long term it has a tendency to self destruct.
Come all ye faithful joyful and triumphant.

Its irrelevant if they were atheists or not. The point is: they didn't justify their actions with atheism because that would be impossible. You can't use a disbelief as justification for anything. Religion on the other hand, all you need to say is: 'God wants this' and people will be willing to do what you say.
'The more I learn about people the more I like my dog'- Mark Twain
'You can have all the faith you want in spirits, and the afterlife, and heaven and hell, but when it comes to this world, don't be an idiot. Cause you can tell me you put your faith in God to put you through the day, but when it comes time to cross the road, I know you look both ways.' - Dr House
“Young earth creationism is essentially the position that all of modern science, 90% of living scientists and 98% of living biologists, all major university biology departments, every major science journal, the American Academy of Sciences, and every major science organization in the world, are all wrong regarding the origins and development of life….but one particular tribe of uneducated, bronze aged, goat herders got it exactly right.” - Chuck Easttom
"If my good friend Doctor Gasparri speaks badly of my mother, he can expect to get punched.....You cannot provoke. You cannot insult the faith of others. You cannot make fun of the faith of others. There is a limit." - Pope Francis on freedom of speech

However that kind of qualitative assignment is precluded by the physical monism and ontological naturalism.
What makes you think the part I put in bold is true? For the reasons I listed in the post above.

And did those regimes commit their atrocities under the banner of disbelief in a god, or were there other concerns that drove them?

Which would be relevant if there was one atheistic ideology that unites us all.
Even if the open windows of science at first make us shiver after the cozy indoor warmth of traditional humanizing myths, in the end the fresh air brings vigor, and the great spaces have a splendor of their own - Bertrand Russell
