I find this a lot being a government worker.

I'm not a government employee, but I work for a small business that seems to have the same policy as your workplace, ElleBelle.

As a federal government contractor, we have zero tolerance.

Now, I have to go through various interviews, psychological test, and deep background investigation before hiring. So, we have a very low occurrence of this type of situations.
