Question Regarding Shout

What exactly is it. The shout thing at the near top of the board? It makes no sense to me.

its like instant messaging, but all on the site are welcome without invitation (providing you have registered) and the replies probably won't be quite as quick. Not sure really how to explain it. Try typing stuff in there and find out for yourself.
