Lavrenti Beria was a bad dude. Might have been a tad crazy too.
He watched (!!!!!!!!!!) the detonation of the first Soviet A-bomb and until reassured by the scientists present that it had detonated correctly, he was terrified the device had not functioned properly. Yes, he watched an atomic bomb go off, and was not sure it had worked.
The scientists were relieved the bomb worked as intended, and were eager to get Beria on board with the success because he would have had them all shot had the bomb failed. And then Stalin would have had Beria shot.

Yes, Beria was a clinical sadist, and a contemptible physical coward.
When he was the head of NKVD he would have his minions kidnap women off the streets of Moscow to rape and torture in his own apartment in the center of Moscow, near NKVD's Lubyanka prison. When he was satisfied he would given them flowers. They were told accepting the flowers means they agreed on pain of death the night never happened. If the women accepted the flowers his driver would clean the women up and drive them home in Beria's official limosine. If a woman refused to accept the flowers she would be dragged off to the basement of Lubyanka prison and shot before the morning.
His antics was not a real secret because his apartment was near the diplomatic quarters, and Beria's limousine coming and going with different woman each night, and what state those women were in before and after, were noticed and commented upon.
A soviet general in the late 1930s married a particularly beautiful woman. In a fit of jealousy Beria had the bride arrested and shot soon after the wedding night and told the groom what he had done. So powerful was Beria the general didn't dare do anything.
Beria survive Stalin, but was overthrown by Khrushchev. After he was arrested he cried like a little girl, and begged on his knees not to be executed, and tried to kiss khrushchev's shoes while crying for mercy. He was shot anyway.
The details about Beria the person were indirectly acknowledged by the Soviet Union by the 1970s, and was openly acknowledged by the Soviet Union in the late 1980s before the country collapsed.
One wonders what there is about Cheney that is yet to be leaked out, and how long it would before it becomes written part of history.
