Heavy addicts are just going to ignore that because all they care about is the fix. They very well know the risks of drugs, but the fix is more important than their lives.

If they don't ignore even the "you won't be arrested" part, it will be better than it is here in the U.S. of A.

While I'm not in favor of U.S. policy, I'm not a big fan of putting up a sign after three deaths warning about street dealers. Seems like they should have a war on street dealers. If it's not illegal, then regulate it and sell clean stuff.
