Basically a blind child did what every child with a stick does. He hit somebody. Ooo scary! A six year hit another six year! That doesn't mean you take away a medically necessary instrument and give him a ducking pool noodle. Luckily the child wasn't hurt.
Perhaps this is what you're referring to:

Yes if you are given a stick, and you start hitting people with the stick, you get it taken away. It doesn't matter why you had the stick int he first place. They should give him something stiffer than a noodle, but if he's purposefully hitting people with something then he gets it taken away. Why is this newsworthy?
The article doesn't say it was definitely on purpose, or just an accident, and a light Styrofoam stick or something would be better than a noodle. Somehow I don't think it would have drawn attention if it was an accidental tap.

Two weeks is excessive to essentially take away his eyes, IMO, but in a way, it's sort of like making a kid who touches other kids sit on his or her hands.
I'm not sure a school bus driver can be trusted to make decisions like that.

We don't actually have to ever spank children to death, but it might not hurt if a few kids believed we would.
