It would probably be preferable to capture the scum alive, on the scant possibility they could divulge useful information.

If they were organized as small cells, they probably don't know much anyway.

I had the same thougt. But they kept observing them for quite some time before the attacks. So they knew with whom they hung out with. And it says a lot about the value of such observations by the way.
