Violent extremists need something to be extremely violent about. Much like the guy on the subway who balls his fists and keeps snarling "what're YOU lookin' at" towards everyone around him, they will push and push until they feel they are sufficiently provoked to act, at which point they blame the victim.

Understanding this, people would realize that giving in doesn't appease them, it only makes them push harder. Because they don't want appeasement; they want a fight. What good is it to have a stockpile of bombs and willing "martyrs" if someone won't give you an excuse to use them?
