The God character was simply the emperor (king, big wig, warlord) of the region at that time. He was nothing more than a man.

Abraham couldn't find ten good people there, but apparently there was Lot, his wife, his daughters, and two men they were betrothed to. That somehow disappear so that the girls need to rape their father to make sure they have children. That's six people already. There weren't four more? We know the standard is kind of low, because the most righteous man in town offered his daughters in the place of two strangers he pulled into his house. They didn't bang on the door, and beg to be let in. He insisted they come in, and offered his daughters up to the mob afterwards.
The Lot story is a story about the application of the First Commandment as found in Exodus 34:11-16. It was preferable that Lot and his daughters engage in incest rather than they take husbands from the surrounding tribes. That idea is replicated in some of the other stories, such as the bigot Rebekah getting ticked off about Esau's foreign wives. She wanted him to marry his relatives instead.
