Well, it's all very complicated to explain without decades of study and a lifetime of dedicated introspection, but it's all to do with deep symbolism and meaning on multiple planes that we can never understand. As ancient philosophers - whose names I won't even bother to mention because you'll only mock them - told us, it's all a metaphor for... something. Some deep innate yearning for the mystical 'other' which we can all sense at birth but which we lose as we become indoctrinated into western god-denying society. Yeah, that sounds profound.
Erm... poor translation of the original author's intent... out of context... um... errr...

The angels were probably the emperor's shock troops and administrators. Each animal face represented a segment of his administration. It's similar to the prophets being his PR branch and press corps. They went about the land telling the local yokels what was in store for them.
There are no actual angels, demons, or gods in this solar system.
