Peoples' kids really piss me off too, everywhere. But especially in places where you're sat down and can't get away from them.
Learn some damn parenting people.
I'd say they should only be allowed in if they are able to behave, whatever age that may be for each kid.

It depends what kind of restaurant, if you go to mcdonalds you can expect to sit right behind a kid who will stare you in the eyes during your entire meal while all his friends shout and scream and have a food fight.
If it's an expensive place though I guess it's up to the owners what they want to do.

I'm overly sensitive to noise, but not assertive enough to say something, so if your kid is loud I'll just stare at you like dis ಠ_ಠ
I think it should be up to the business owner to decide
