It's about a kid, who obviously got serious mental problems. That's an adult killer in the making and if you just lock him up, you do make him. But he's also still at an age where intervention is possible, according to forensic psychologists. So it's in the best interest of society to give him treatment instead of just punishment.
Yes, the penalty for stealing a loaf of bread was a life sentence in the world's most liveable city voted 5 years straight! That's a bit harsh!

Eleven year olds have been tried as adults in the U.S. Even the Clinton administration has advocated for that. It's insane. The kid needs detention in a juvenile mental institution, if there were such a thing. And no eleven year old should have unsupervised access to a shot gun.
