What does design mean then, if not through an intelligence? Sentience, at least.

What you seem to mean is that there are rules to how things work? Unless you're saying an intelligence designed those rules, I have no idea where design comes into it.
Otherwise you're just using some sort of tautological description. If you're just calling the rules "the design", then yes, there is "design". Just not what anyone else would call design. Feel free to send me a private message.

Why wouldn't anyone else call a formerly applied set of rules on a system that governs the functioning of said system a design?
