Additionally, there have been some all sky IR surveys that 'should' rule out some of the larger/closer possibilities. Sadly, if it's out there, the further away it is, the less chance of a 'New Horizons II' being able to reach it during the remainder of my lifetime.

The WISE is what you're referring to, and it ruled out any body bigger than Saturn. However, I believe(don't quote me), that there is still a possibility that the WISE could have missed it, even if bigger, due to the extremely low amount of energy it was receiving from the sun(light), because the WISE was scanning essentially for energy. The perihelion of it is estimated at about 200AU, and the heliopause which is generally considered the edge of the solar system is 121AU, which is creating a lot of confusion(from what i've read), although that doesn't mean it's out of our solar system, since technically speaking anything that orbits the sun is in.
As well, we don't have to have New Horizons II fly by to prove it exists(if it does). The researcher(Brown) who made the discovery estimated that it would take roughly 5 years until we can actually detect it, as it would take a very very powerful telescope to spot it, and the only capable one is Subaru which they are already planning to look for it with.

Subaru ?!?!?!?!?!
LOL, I looked at thousands of pics taken with Subaru for the New Horizons follow on for Icehunters. I realize it was 'bulk' science, but damn, so many of those pics were just awful. And then they called HST to get the job done.
Still, I am a co-discoverer of precisely one (1) iceball out there, and it wouldn't have happened without Subaru.

About 1900, the astronomer Percival Lowell calculated where the distant planet should be to account for the discrepancy, and he looked for it. In 1930, a young astronomer, Clyde William Tombaugh found the "planet" on the same place Lowell predicted and named it Pluto mostly because the first two letters stood for Percival Lowell. In 1965 Pluto was scheduled to pass very close to a certain faint star. If Pluto was as large as Earth, its surface would be far enough from its center to hide the star as Pluto passed it. In fact, the larger Pluto was, the longer the star would remain hidden. Pluto passed the star exactly on schedule, but the star kept right on shining, unconcerned. It wasn't hidden for even a fraction of a second.
Apparently Pluto was so small that its surface wasn't far enough from the center to reach the star. The fact that Pluto was about where Lowell thought it should be was simply an extraordinary coincidence.
And that leaves us with a question: If it isn't Pluto that's affecting the other outer planets, what is? And the search continues... There were also theories that the planet is actually a star and we're living in system with two stars.

This planet is hypothesized based on low probability alignment of the orbits of keiper belt object.
But shouldn't we also see a preferential alignment of long period cometary orbits since that planet would likely be a major influence in disturbing the inner comet reservoir? Or are the alignments of long period comets too randomized by inner solar system encounters to be of much use? Can we use the long period cometary alignment as a validation of the planet IX theory?

If this planet is out there, any suggestions on where it formed, and how its perihelion moved this far out?
Also, how is the putative size of the orbit of this planet constrained? Why does it have to have orbit period of 15000 years? Or is simply the mean if all theoretical models that worked?l

That's a name, not a classification. A name can contain any degree of tradition desired. A classification should be useful first.
If any plutoids similar in size to Pluto qualifies as a planet, it reduces the usefulness of the planet classification, since Pluto is really a very minor body and probably quite average for a plutoids and there could well be hundred or even thousands plutoids not far smaller than Pluto.
I agree. I was talking about the name, not the classification. Just as the planet classified as Sol 3 is traditionally named Earth, despite being a carryover from primitive distinctions between earth, sky and water.
This is all my subjective opinion anyway. But fuck opinion, right? It's not like I carry any real weight.
