I couldn't find a place for my answer? I don't believe the earths rotation which is inertia can be described as Physically rotating ... I may be wrong but would welcome an answer?

Why don't we run with my definition? A year as the time it takes for the earth to travel around the sun and return to the same place as seen from a nonrotating observer, e.g. the fixed stars. Rotation means rotation of earth around earth's own axis, and you count them by waiting until the earth has the same orientation again with respect to the stars. It's the clearest and most unambiguous definition.
The year as we count it on the calender is obviously not exactly the same, because we divide the average length into longer leap years and shorter regular years.
