I believe they are asking people not to take photos or video the terrorists or the forces full-stop. What ISIS want would be for people to post images and videos of their atrocities because it will give them the airtime. Think of the innocent streaker on a football field who wants the attention and got it until the 1990s when cameras decided that no footage will be filmed and thus streaking is not worth considering now since there is very little reward.
