Rehabilitation is best but there are problems with rehabilitation.

1) These days nobody offer rehabilitation.
It would be a political suicide.
The public demand revenge and jails or death sentences just serve that purpose.

2) Even if there would be rehabilitation not many people are prepared of being rehabilitated.

Said this there are laws in the physical dimension that say that every reaction has got to have an equal and opposite reaction.
Karma follow the same logic.
Humans can not change the way these laws works.

Humans can only try their very best to implement rehabilitation whenever and wherever is possible.  Lightbulb

Prisons offer some form of burning the bad actions so some people avoid bad karma later on but if the
bad actions are more than the prison time can sort out those bad action then karma will take over.
Some people commit so many crimes that even a life time spent in prison is not enough to pay for
those bad action like in the case of people who torture or killed many people.

So no prisons are not the best solutions.

By the way how on earth do you know that some people get off the hook?

Have you ever asked yourself why some people born in the sewer while other people born in a positive situation?  Lightbulb

People are born into different circumstances, because of how their parents/guardians lives are. Ever thought of that? What conditions you are born into is entirely a matter of circumstance.

You would be a total disaster.

A real detective would never come to fast conclusion based on first look first guess.

Let me see if I can open up your closed mental receptors.

By excluding the possibility that people lived in previous lives someone is unlucky enough to be born
in a negative situation and somebody else is lucky to be born in a positive situation.
How would you know whether someone born in a negative situation on the bases that in a previous life he-she failed badly or the opposite in which someone born in a positive situation because he-she did good?

All you do is guessing and guessing is not good enough.  Indubitably
