I think the one thing that is questionable is why the cop felt the need to detain the person based on the girl being offended.
Unless the it was a coincidence and the cop asked the girl if she was offended, she said yes, then the cop decided he better cuff the person incase he runs away and it was unrelated to the girl saying yes she was offended.
But from what I can see the policeman looks like he's trying to be the white knight police.
The right thing to do would just be to tell everyone to go their own way and stop acting like idiots. The boys were trying to bait the girls into anger and the girls had already assaulted the boys from what I could tell (at least in England you can be charged with assault even if you just tug on someone's clothing) and EVERYONE was drunk and disorderly. What a normal cop would do is tell them all to fuck off and part ways.
