It's not like it's always been a sort of biological ability that all time lords have, is it?

And it puts a new spin on the Rani, as well.
At the age of five, Skagra decided emphatically that God did not exist.  This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair.  Only Skagra responded to it by thinking, 'Wait a second.  That means there's a situation vacant.'

I'm happy it's a woman, it'll change the dynamic that's been going for over fifty years now. However, I do wish they had gone with a woman of color; specifically, Ruth Negga. She'd kill it.
But, it's not beneficial to the conversation to drown in hypothetical's, so let me reiterate I truly am happy for this change.
