How near by was it to the plant? I don't think anyone can clearly point the finger without the actual data. The plant manager may have sat back and said "nah. Screw it. Who cares." But I find that hard to believe.

Because no single person knows everything, My guess is that after each flood, they called in an analyst and said "what are the chances." The analyst likely said "shit. Not a snowball's chance in hell". The company said "ight". That was it.

They do what I do on a much larger scale because of the business they are in. I don't even do it because I want to. If I want anyone to ensure me, I have to do it. That's how business works. I'm 15 miles from the closest river and 97 feet above it. I've had to pay for flood assessment. It's a retarded waist of money because I have very low environmental risks if I was hit by a flood. But I have to.

Chemical companies have so much scrutiny I find it hard to believe that anyone would want to get into the business of it. I've turned two potential customers away based on the chemicals required in their product and the legal requirements for me to maintain those products.

At the end of the day; people leap to conclusions based on a very Narrow and limited view of the facts. In some cases we're lucky if they aren't fueled by key board emotions alone.

Houston was flooded massively 2 other times, Arkema is in Crosby. These are both near the eastern border.

How close to the plant though? Where did the water crest? 5 feet? 500 yards? 5 miles? What's the topography of the area? What's the drainage in the area?
I'm perfectly okay with being wrong, I just want proof that I am wrong on a very data logical position.
