the 'thought' aspect of it is unavoidable. Stephen Paddock literally invented a factory to mass produce individuals with survivors guilt . . .
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

They'll tell you that they are praying for others when actually, deep down, all they are praying is "thank god it wasn't me".

You can do both: offer words of solidarity (such as thoughts/prayers) and do what you can to help.
