The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
Why are arseholes like this never fired? They're allowed to retire or resign, usually to 'spend more time with their family', but you never see one actually officially sacked. You try pulling the same sort of shit that they do and see what happens.
