Wouldn't Off Topic suffice?

I mean, I barely ever know what forum a thread is in. If you made an announcement thread in Off Topic, I would surely not have a clue.

Off Topic is so broad, anything could be posted there. Off Topic could very well be the place where I post religious content if I want.

I think it'd be a useful section or at least thread to have.

Would be nice to hear about if people are getting married or going away or just general announcements of cool shit going on in their lives.

Exactly. But more to the point, the forum isn't important, three thread is what decides (ideally) what is posted within.
