If someone wants to be culturally Filipino, I have no problem with that. Although obviosuly they wouldn't be genetically that ethnicity.

A lot of people do. Victimhood status seems to carry with it its own set of 'privileges' like safe spaces, targeted scholarships, and/or minority contract set-asides. Seems to undermine the very programs progressives advocate. Some government contracts are set-aside for Minority Owned Businesses. If all it takes is for someone to say they qualify for a set-aside contract even if they clearly don't then the whole set-aside program is meaningless.

Batshit bingo time! Now we're on to victimhood status and all the wonderful benefits of being a minority, in this country.....
Hey, remember Jared...no, the other one, that sold sandwiches? He self identifies as a sovereign citizen..and on those grounds claims that his imprisonment for charges related to child pornography are void. The courts say "LOLNOPE".
So call me when there are a scourge of people subjecting themselves to minority status in order to reap the whirlwind of juicy benefits which the government is just patently incapable of objecting to on the grounds of LOLNOPE.

Would you have a problem with him expecting others to acknowledge him as Filipine, checking off the wrong box under "ethnicity/race" when applying for jobs, schools, etc, and trying to get special benefits from minority programs?

Everyone has a hard luck story and some are harder than others...like people not living in the first-world at all. The question is whether to assist by maximizing liberty so everyone have more opportunities to seize with the means available to them or have government decide who gets what so everyone has the same stuff. I lean towards the former.
