Neither is correct. It's a new car, which just happens to be red. If this is a test question set to exclude people from employment, that employer hires idjits to test their sample pool.

It depends!
If I am sitting at a table of folks and we are discussing the age of our red cars, I might say "I have a new red car". If we are discussing the color of our new cars, I might say "I have a red new car".
God thinks it's fun to confuse primates. Larsen's God!
