I'd nuke it. Remove the affected tissue, amend the soil, and hit it with a broad spectrum pesticide (make sure it works on mites and leafhopper), wait for the roi, then a fungicide...and if that doesnt work.....you have canker, gratz, time to sterilize your soil.
