 I noticed that you said the soil is staying wet, to much water can have an adverse effect on plants. I wouldn't use pesticides on the plant they will get into the soil and if the plants are blooming you could kill the bees (bad thing).  Best thing to use is a little Dawn dish washing liquid mixed with water in a spray bottle and spray the effected areas and any critters you see not the bees of coarse. If you have nearly all the leaves on one limb which look like the picture then take a good sharp knife and cut it off and any leaves on the rest of the plant, this will not hurt the plant and it will not give the plant any reason to try and heal a dying area, it will put more energy into producing fruit. Don't panic over this it's probably not serious. If you haven't done this you should, take about a half teaspoon of 100% natural Epsom salt and spread around the base of the plant, if you have other tomato plants do the same for them.

Could be thrips or the tomato spotted wilt virus.
If you leave it a little longer it may self correct.
But if it's contagious to other tomato plants you be best to water it with a soaker so as not to spread it and avoid touching it and then a healthy plant before washing your hands.
If it were mine I'd leave it for a couple of days and then pull it if it spreads in that time.
