As I recall President Clinton/US intervened in that action against the Bosnian Serbs (and others).
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

There were signs and indications that this war is heading to a massacre; but it's the international community doing what it does best: delay and prefer the interest of the member nations, until the massacre happens.

Moving forward..I;d think it would be difficult to use those events against the great satan, since we stepped in on the behalf of those people..and then, mostly due to their angst and frustration..started taking sporadic roadside bombs from both sides.  Ah, the life of a peacekeeper.

They had a pretty good idea of where and who everyone was.  It was an 800 year old grudge.
