People have interesting ideas about federal employment.  Beyond all that, though.... I have to ask..shouldn't we want federal (and state) employment to be attractive?  These are the people who administer our services, who maintain our infrastructure.

I'll never take a fed job again, personally, but I hope that their compensation packages remain competitive, though, because I depend on their labor.

I've worked a mixture of public and private over the years and the two jobs I've worked hardest in were both in the civil service because a) they were the jobs where I was most properly treated (when trying to become an accountant I was working a job paying me €700 a year over the dole) and b) jobs where I've actually been busy all the time.

A) is the most important because when you're paid well and treated properly you want to do a good job and keep doing it at that.

I think that at least some of people's misconceptions and animus toward government jobs (and government employees) boils down to the fact that they take their own jobs and situations..where they are poorly treated and exploited - to be the proper norm, the right way to do it..and if so, it can seem strange.  Take the classic four guys one shovel routine.  When you see a 15 up 15 down labor rotation it seems like maybe those guys are just grifting the public till.

-but there's a reason for 15 up 15 down rotations..and there are even applications of 5 up 55 down rotations - where you're paying a guy to be there and be available for an hour even though you're only expecting five minutes of work an hour.  Federal and state governments are not interested in being responsible for a raft of heat casualties, legal claims, or insurance issues.  

Those arrangements exist to protect the fed and the state from additional costs, not to find a way to pay a guy to do nothing.
