No he would not. You'd make a better argument that the entire party, in the GOP economically could, if they kept all three branches, could replicate a great depression sure. But when you look at how for the past 40 years the Presidency vs the congress, in mid terms constantly flips. 

While the pay gap isn't keeping up with the cost of living, I only see another Bush recession, which would be bad sure, but no, even just on economics I don't think Pence could put us in another Great Depression.

But again, lets stop worrying about him being President for 3 years if Trump steps down or gets booted out. It it is far more important to win in 18 and 2020 so they don't have that chance.

Besides, now that the NYT OpEd is out, so long as the real author is not uncovered, opponents of Pence could always take a page from right wing birtherism and conspiracy theory playbook and keep alive the suspicion that he wrote it, and estrange him from trump’s base and keep him an even more worthless figurehead until he is in his own turn expelled.
