If you are Bill Gates, you can buy your own nuclear-powered cruise ship, get behind the wheel and take-off into the ocean - not having a fucking clue what you are doing. Such leads to my personal experience of the mother (presumably) of two young children 3 miles off-shore asking directions to the ocean.

As I understand it USCG can stop you in US waters and demand to see your captain's license.
This is true but such a licence is only required for those engaging in operating a boat for hire. Private citizens operating a boat for pleasure require no such license in any state.
