It seems you're right, but you forgot to mention that it doesn't seem to suppress voter turnout, even when viewed by race. It also does prevent some voter impersonation, but the numbers seem to be small.

commit voter fraud. They tamper with ballots however they can. They know they can't win on the issues, so they have to commit fraud. This is just a misdirect so they can keep getting away with it.
