States can pass all the amendments they want to. They're not worth the paper they're written on. The Federal Constitution trumps the state constitutions. Amendment #14, Section 1 makes it clear that all American citizens get equal treatment under the laws. Congress is authorized to pass legislation enforcing this and other amendments. All that's going to be needed is either a Congress or a Supreme Court willing to enforce it. That will take time but I'm confident it will happen.
