If everybody had billions of dollars then they will  be the same as they are now, because the billions will lose all the value they have now. 
Maybe you wanted to say that if we would all produce soo much that it will look like we have billions of dollars, in which case you couldn't lose them. As a matter of fact, in that situation we wouldn't be speaking about money anymore.
I have subsidized birth control, and when you’re a disabled student it’s near impossible to work and go to school at the same time. Anyways yeah even the very impoverished have a tiny bit of spending money. 30$ to myself a month isn’t much, and like I said I could either buy junk food/go to a matenee or contraceptives.

7 dollars for a pack doesn't sound subsidized. The very impoverished in my country with a bleak future in front of them don t have the luxury of that tiny bit of spending money(30$).

I'm not saying that I know how the world should be run, just not agreeing  with this management frenzy that has been debunked by some experts i.e Kahneman,  Nassim Taleb.

2) your original statement was that people couldn't manage billions, you didn't imply that this billions were from debt.

Maybe I misunderstood you. I think that spending money are what remained after you ensured your basic needs. What I meant was that some people don't have enough money too get by.

Ask yourself a question. If you would artificially inflict wealth inequality in an economy will that generate added value?

There is a very big difference between debt and personal wealth. The first one being that in the case of debt you have to give the money back regardless of your succes. 
The second is that the value from debt doesn't exist yet, there is nothing to back debt. Basically debt is money/wealth shifted from one person to another person i.e if you have 10 thousand dollars in the bank probably they have been given to another person already. So debt is future value that will be gained through the investment of it. Again, this value does not exist in the present moment,this is why banks evaluate the risk of your debt.
