Bacteria have always had resistance capabilities it’s just that some of these that have certain traits survive to appear to have mutated this resistance.
But those owls eyes are quite a work of Art, and how lucky a butterfly mutated them, it’s like a perfect world!

Selection doesn't need creative ability to have an effect. No more than we need to be able to create flowers in order to successfully breed them.
Evolution depends on a wide range of processes. As to perfect worlds, the moths would probably disagree. I wouldn't depend on an eyespot pattern to protect me from being eaten if I had any other options. In a perfect world, why would we need protection at all?
