Anywhere you go on this planet - you will find people who are happy/unhappy with the country in which they reside.

If you live in a country where your belonging to a specific demographic puts you at a marked disadvantage - moving (if possible) is a logical choice.
(Example - being a woman on any country living under strict religious rules that make you little more than property).

That aside - more often than not - the ability to be happy in any society is probably more yours to take than the societies to give.

Just find one with better healthcare, and fewer mass shootings, that the US isn't likely to start drone striking within your lifetime.

New Zealand or Canada. Those seem to be nice places with "friendly" societies.
But your problem is your disability.

I have multiple sclerosis, and don't have the cash for the trip. So both of these were destroying for my move there.
Meh; there is something you need to get:

other countries may want you in if you are strong enough to work. If your health is a prevention, or you simply will cost the hosting government cash; then you will face the termination of your request. They process thousands of requests daily; so the harsh condition is understandable.

But here my personal advice: Canada or NZ.

I am sure you would be welcomed here in Portugal, old country, I fear accessibility is work in progress, but usually people help those with disability, one of these days in the castle of lisbon, me and a buddy hauled a praraplegic to the stronghold, so yeah. There are good incentives for companies that hire people with disability and while our national health system is far from perfect, it is still free. Besides everyone is brown here. There are real blacks, my good friend Cosme from Angola is the blackest guy I know hehe.

I don't know much about our immigration laws, I will ask around at work tomorrow, know a few guys that know the intrincacies.

I moved from the US to Japan when I was just your age. (Your profile says you're 27.) I have never regretted it, but it was a hell of an adjustment. It's hard. 

To come to Japan you'd need to get a job first, and this may be the case with other countries, too. If you can line up a job teaching English before you move, for example, you'd have a school to sponsor you and probably insurance. Your employer can offer some help in finding housing, etc. (You don't say what your disability is, and I don't want to be nosy, but if you're a student I'm guessing you have the wherewithal to be a language teacher.) Once you're in the country it's a lot easier to find a more solid job and start working toward a permanent visa. 

Japanese health care and insurance is absolutely top-notch. There is some prejudice; even as a white guy I was occasionally told that I couldn't rent a particular place or wasn't welcome in a bar or something. But especially if you're in a big city, it won't be too bad. Probably no more than you'd get in some parts of the USA. 

I'm guessing that moving to some other countries would be somewhat similar. South Korea or China have active economies -- as lively as Japan was when I moved here. The trouble is that if you moved someplace and worked for a few years you wouldn't be guaranteed the chance to stay forever. People do it all the time, but it depends on work, marriage, etc. 

I've been happy in Japan, and I know I couldn't have survived in my small midwestern hometown in the US. It has only gone downhill in Trump-time. It's all Republicans and meth these days. However, I believe I'd have been fine in some other places in the US, and I wonder if you've considered this option. For example, 99% of Kansas may be frightening, but Lawrence, where the university is, is an island of sanity. College towns like Madison, Wisconsin or maybe Berkeley would be very different from redneckville. I don't know what Murfreesboro is like, but I suspect that there might be US communities that would be more welcoming, without the enormous effort it takes to go abroad.

I thought about Japan but the whole reason my friend left there (she was there 20 years) was she started losing her sight and it’s not very disability friendly

that would be a great help, and I know the rest of the world is a lot more walkable than the US. Here I can be trapped indoors for weeks waiting for transportation.

I have looked into it, and most require you either have a job beforehand OR you are in a field of very high demand/high skill set.

The other option is lineage - do you have family ancestry outside of the U.S.?

I've mentioned elsewhere that I have slept in 72 countries. Met lots of nice people. Met a lot of people who wanted to come here. I had to tell some of them that we don't take Irish.
