If the warring parties in Libya can’t shoot, can you explain how people are getting shot?

If the war is still going on, it hasn’t stopped. That’s like saying that the Normandy Invasions stopped the European War. Or like say that if you slow your car from 60mph to 30mph, the car is stopped.

For a non-native speaker, your command if English is very, very good. I can’t figure out why the word ‘stopped’ is giving you such trouble.
